In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The initiative contributes to the Sahel and West Africa Club (SWAC), which aims to promote regional policies to improve the socio-economic situation of people in the Sahel and West Africa. SWAC activities include: 1) Organization of exchange forums and conferences between regional actors from the Sahel and West Africa and OECD member countries on thematic and regional issues; 2) Production of independent analyses based on the expertise of a large network of researchers and partners on the Sahel and West Africa; 3) Development of strategies, guides and tools for better regional governance. The beneficiaries of the project are not only political decision-makers in the region's countries, but also donors, who benefit from the detailed studies and analyses to guide their interventions.

Biodiversity & Livelihood Opportunities for Ethnic Minority Women (BLOOM)

The project focuses on conducting research and delivering capacity-building programmes to ethnic minority women and communities to support their adoption of nature-based solutions (NBS) to enhance biodiversity conservation. It would provide technical support to cooperatives, enterprises, women’s organizations to strengthen ethnic minority women’s access to financial services and trainings that promote biodiversity-friendly and climate-resilient agricultural practice in forest buffer zones. The project also supports the capacities of public and private actors to implement biodiversity conservation policies and programs supporting EM women’s rights and their climate change adaptation. This project aims to (a) strengthen the conservation of high value forests in Ha Giang and Dak Lak provinces; (b) promote sustainability of the use of biodiversity in the buffer zones of these forests via climate-smart agricultural production; and (c) improve the capacities of public and private actors in developing and implementing biodiversity policies. Project activities include: (1) conducting studies on High Conservation Value Forest (HCVF) biodiversity, ethnic minority women’s traditional knowledge and nature based solutions; (2) providing gender-sensitive technical assistance to forest protection committees and community-based conservation groups; (3) implementing women-led reforestation and ecological restoration campaigns; (4) providing a training program on sustainable business management for ethnic minority women entrepreneurs; (5) establishing a transformative leadership school tailored to environmental issues for diverse ethnic minority women’s groups; and (6) implementing awareness raising and training on gender equality and positive masculinity to increase women’s participation in biodiversity decision-making process.
