In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 60-month project will address organizational capacity needs to allow Focus for Ethnic Women Waterloo Region Inc. to continue promoting social and systemic change towards gender equality, through their work with immigrant, refugee, and visible minority women. Organizational capacity will be enhanced through the strengthening of the Board Governance Committee, fostering partnerships and collaborations, and the development of a fundraising strategy, as well as a strategic and sustainable evidence-based 5-year plan for program development and delivery.
Supplemental funding will be used to update governance materials and relevant staff policies and procedures and create marketing and communication plans.

This 60-month project will address organizational capacity needs to allow the Sexual Assault Support Centre of Waterloo Region to continue promoting social and systemic change towards gender equality. Organizational capacity will be enhanced through the development of an organizational sustainability plan that includes partnerships building and a social enterprise model, as well as the implementation of technological upgrades to better support the expanded suite of services in fulfilling the organization’s mission to end violence against women and girls in the Waterloo Region.
The supplemental funds will be used to build their capacity and sustainability through the transition to a new client database that will better meet the needs of their diverse programming, freeing up a great deal of administrative time, and providing them with the data needed for reports and funding applications.
