In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Government authorities and data scientists do not have the ability to directly request ground truth observations from citizens to assess the validity of space-based Earth observation (SBEO) algorithms, and citizens do not have the ability to submit such observations directly. The opportunity is to combine these two observational approaches in a completely new method of environmental and disaster assessment using SBEO techniques and imagery. This will help close a communication gap and allow scientists and government officials to collaborate with citizens to validate and enhance the satellite image processing algorithms directly and in near real time, to determine the ground truth.

An InSAR Based Alert System for National Scale Linear Infrastructure Monitoring

Near-real-time Platform-agnostic Wildfire Detection and Simulation System

The project is a wildfire management system developed in collaboration with INO, using requirements from SOPFEU and Natural Resources Canada to accomplish near-real-time, high-resolution thermal mapping of active wildfires using satellite/aerial imagery. Using pseudo image datasets, Lux Aerobot will be able to train deep learning computer vision models designed specifically to extract hotspots on a pixel level. To address potential telecommunications bandwidth limitations, the model will also be further adapted to be able to operate directly on-board satellite platforms, subject to the various constraints such as finite power supply, heat dissipation and limited computing power.

GHGSat will develop an innovative capability for validated dynamic three-dimensional greenhouse gas emissions estimation on a global scale using data from its own satellites and third-party satellites. Deliverables will include the implementation of a mathematical model for global methane emission rate estimation with components for the three-dimensional simulation of sources and sinks as well as chemical transport and atmospheric propagation. Once the emission rate estimator is validated, it can be adapted for operational solutions to address the requirements of regulators and end users in energy production, resource extraction, power generation, agriculture, waste management, and environmental sustainability.

Kepler Space has created a product for wide area monitoring of ground deformation using time series of ESA Sentinel-1 data, applying the Persistent Scatterer Interferometry technique and detecting and mapping ground displacements. The proposed work streamlines and validates such data for use in railway and bridge infrastructure monitoring systems. Innovation is provided primarily by the wide-area coverage capability, able to provide regional, provincial or national coverage. This is made possible by Sentinel-1 data and by streamlined big data analytics. An Artificial Intelligence component able of predictive modelling of infrastructure health based on data will be added to the service.

Quantification of carbon sequestration in Canadian agricultural lands using satellite hyperspectral imagery

The project aims to build a method to systemically and methodically quantify the Carbon dioxide (CO2) level present at ground-elevation using hyperspectral data. Hyperspectral data captures the entire spectrum per pixel, providing a vast amount of information. By combining CO2 data captured at ground-elevation as the ground-truth labels, a Machine Learning model will be developed that is able to take satellite hyperspectral data as its input, and predict its underlying CO2 level. This project aims to provide the information required for the governments and private entities such as farmers to track their carbon footprint, and capture the associated economic benefits.
