In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

March 2019 - The World Food Programme (WFP) is the United Nations’ frontline agency in the fight against hunger. It responds to emergencies, saves lives by quickly getting food to the hungry, and works to help prevent hunger in the future.

In humanitarian emergencies, WFP focuses on providing targeted food assistance to reduce acute malnutrition and food insecurity, and to protect livelihoods. As the global lead agency for logistics and emergency telecommunications, WFP also plays a major role in providing common services for the humanitarian community. It transports passengers undertaking humanitarian work, carries light cargo for humanitarian agencies, and carries out emergency medical and security evacuations.

Project activities include: (1) distributing food; (2) supplementary feeding for children under five years of age as well as pregnant and lactating women; (3) emergency school feeding programs; (4) vouchers and cash transfers for food; and (5) food for work. With the support of GAC and other donors, WFP is providing emergency food assistance to more than 90 million people facing famine, malnutrition and severe food insecurity.

Taking a feminist approach and building on proven results, this project addresses the social, financial and business challenges that prevent Ethiopian women from obtaining the financial and technical support needed to run successful businesses. The project aims to develop and test the impacts of experimental approaches to women’s economic empowerment.

The project is implemented in five regions across Ethiopia and aims to benefit 25,000 women. The project’s impact is to empower women to have greater influence and leadership in the business sector.

Venezuela Crisis - Improving Health, Nutrition and Protection in Colombia - ACF 2019

March 2019 - Over 3.3 million people have fled Venezuela since 2015, many of whom are currently residing in neighbouring countries such as Colombia, Ecuador and Peru. In addition to hosting over 1 million Venezuelans, Colombia continues to suffer from the effects of longstanding violence and armed conflict between armed groups and criminal gangs. Crisis-affected people, including those in host communities, are in need of basic health assistance, food and nutrition assistance, protection services, shelter, and water and sanitation.

With GAC’s support, Action Against Hunger (ACF) is helping address the basic health, nutrition, water, sanitation and hygiene, and protection needs of up to 14,100 crisis-affected people in the departments of Guajira and Norte de Santander in Columbia. Project activities include: (1) providing prenatal and postnatal health check-ups; (2) delivering safe drinking water by providing water filters at reception points; (3) providing nutritional assistance (screening and treatment) to up to 1,080 pregnant and lactating women and children under the age of five; (4) providing emergency cash-based transfers to vulnerable households; and (6) providing training on basic hygiene practices, and waste management , and promoting hygiene to up to 5,000 crisis-affected people.
