In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Canada is hosting the International Parliamentarians’ Conference on 22-23 October 2018 in Ottawa. Approximately 500 participants are invited to attend, including over 300 parliamentarians from all regions of the world, representatives from the national, regional and global parliamentary groups and non-governmental organizations.
The event focuses on parliamentarian action and civil society collaboration toward universal sexual and reproductive health and rights (SRHR), in contribution to the implementation of the International Conference on Population and Development’s Programme of Action. It is co-organized by the United Nations Population Fund (UNFPA) with the European Parliamentary Forum on Population and Development, the Inter-American Parliamentary Group on Population and Development, and Action Canada for Sexual Health and Rights, in collaboration with the Canadian Association of Parliamentarians on Population and Development.

Combatting Impunity through Justice in the Great Lakes Region

This project aims to build accountability for international crimes and grave violations of human rights committed in the context of the armed conflicts in the Democratic Republic of Congo (DRC) and Burundi. The project works to strengthen the justice systems of these countries by engaging with actors both inside (i.e.: judges, prosecutors and police) and outside (i.e.: lawyers, NGOs and human rights defenders) their legal systems. The goal is to increase their capacity to professionally investigate, document and prosecute conflict-related crimes and serious human rights violations, including sexual and gender-based violence crimes, ultimately contributing to increased accountability, as well as more effective justice systems.
