In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

• The proposed project will focus on providing high potential startup clients with access to subject matter experts, industry leaders, tailored workshops, and other opportunities for knowledge transfer, with the goal being to build the internal capacity and business acumen of the startups so that they can take advantage of new opportunities, and commercialize their products. In addition to this, an Entrepreneurs-in-Residence (EIR) will also be made available to high potential clients, with a specific focus on raising capital to scale. Startups and SMEs will be able to access the EIRs over the course of project.

• To this end the NORCAT Innovation Mill commits to hosting and/or facilitate eight to ten (8 to 10) workshops, P2P roundtables, speaking events and/or conferences. All aimed at providing support, insight, and knowledge sharing to our entrepreneurial and SME clients to help them grow and scale their venture. As well, the EIRs will work with eight (8) or more ventures, providing advice and guidance as they look to raise capital to scale their venture.

• Rationale – the NORCAT Innovation Mill’s client portfolio has matured, and now requires more tactical, nuanced, and expert level workshops and supports. This project will directly support these top clients, helping them access the knowledge, and develop the skills they need to scale their ventures, ultimately resulting in the commercialization of their IP, creating jobs, and generating wealth for our region and Canada more broadly.
