About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Canada's support to LIFT aims to reduce poverty among vulnerable populations in northern Rakhine State by: increasing economic and livelihood opportunities, improving nutrition outcomes, and increasing the resiliency and empowerment of women across Rakhine, including Rohingya Muslims and other ethnic minorities. The project achieves these outcomes by funding local NGO initiatives via the UNOPS-managed Livelihoods Food and Security Trust (LIFT). The project also enhances and improves intercommunal social cohesion within these communities by incorporating peacebuilding into all financed projects.

Project activities include: (1) working closely with men, women and their children to increase household income and assets through financial literacy programs that target village savings and loans associations (VSLAs); (2) supporting technical vocational and life-skills training for those displaced in the protracted crisis in Rakhine; and (3) targeting women with awareness raising activities around nutritious feeding practices during pregnancy and after childbirth to improve nutritional status of Rakhine family units.

(2) hosting a political-level retreat to discuss and consult on the challenge paper and plan for high-level events and an engagement strategy under phase II; and
(3) policy brief and event on gender equality: completing a policy brief showing the evidence that investing in gender equality contributes to reducing overall inequality. This brief is the basis for a side-event at an upcoming meeting of the Commission on the Status of Women.
