In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Ethiopia - Humanitarian Assistance for Drought-Affected Households - CARE Canada 2018

March 2018 – Ethiopia is facing a fourth consecutive year of drought affecting large areas in the south and east of the country. Recent assessments indicate that almost 8 million people require emergency food assistance and 3.85 million children face acute malnutrition. More than 6 million people are without access to safe drinking water. The effects of the drought have exacerbated ethnic conflicts along the border between the Oromia and Somali regions, displacing an estimated 1.5 million people over the past year.
With GAC’s support, CARE Canada is providing water, sanitation, and hygiene (WASH) and livelihoods assistance to an estimated 36,000 displaced persons and host community members in the badly drought-affected Somali region of Ethiopia. Project activities include: (1) the rehabilitation and improvement of safe water sources; (2) the construction of communal latrines; and (3) providing cash-for-work opportunities.

Uganda - Humanitarian Assistance for South Sudanese Refugees - CARE Canada 2018-2019

March 2018 – Uganda hosts the largest number of refugees in Africa, more than 1.4 million, with roughly two thirds of them having arrived from South Sudan since July 2016. This large and rapid influx has strained the humanitarian response capacity in northern Uganda to near breaking. New refugee settlements almost immediately reach full capacity, while service providers struggle to meet the most basic needs of the community. Overall, South Sudanese make up more than three quarters of the refugee population in Uganda (more than 1 million people).
With GAC’s support, CARE Canada is providing support for much-needed healthcare (including sexual and reproductive health), shelter, and protection for an estimated 87,000 South Sudanese refugees and host communities in the Arua district of Uganda. Project activities include: (1) providing training, equipment and supplies to local health facilities; (2) construction of shelters to house new arrivals; and (3) enhancing available protection services for survivors of sexual and gender-based violence and other vulnerable persons.

Promoting Universality & Implementation of BTWC & UNSCR 1540: Africa,Asia,Caribbean,Central America

This Project advances the universalization and implementation of the 1972 BTWC, which Canada has strongly supported for decades; and advances the implementation of UNSCR 1540, which Canada has strongly supported since its initiation in 2004. This project demonstrates Canada’s commitment to fulfilling G7 and G20 obligations to “expand Canadian diplomacy and leadership on global issues” (as per the PM’s Mandate Letter to the Minister of Foreign Affairs); and directly complement IGA’s chairmanship of the Global Partnership (GP)’s Biological Security Working Group (BSWG) and the GP’s Chemical, Biological, Radiological and Nuclear Working Group (CBRNWG), serving as tangible and dynamic examples of Canada’s contribution to the G7 and GP Presidencies in 2018.
