In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The therapeutic justice program pilot project will provide traditional counselling and clinical therapy to individuals involved in the justice system as a result of mental health and addictions arising from different factors such as personal and historical trauma, family violence and abuse. The program addresses the needs for a more culturally relevant response to criminality, mental health and addictions issues, and to healing from multi-generational trauma.

The Recipient agrees to undertake a Crime Prevention Workshop Project. The objective of this project is to bring awareness about Crime Prevention to the community and will include the Five W's; who, what, where, when, and why of restorative justice. The workshop will feature a guest speaker that will speak first-hand about being convicted and incarcerated for a crime and it is hoped that this will assist by helping people make better choices before committing an offence and having a criminal record.

The training will be based on material developed by the Province of Nova Scotia and will include information in French about divorce, parenting arrangements and child/spousal support.

This project is to train and mentor a new mechanical engineering graduate in the sound practice of engineering methods and project management of aircraft parts programs. The trainee will be given the tools and skills necessary to become a productive part of our engineering and planning team. He/she will be trained in machining and manufacturing processes, the sequence and interaction of these processes, the management of resources around these processes, and the impact all of this has on society at large.
