In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The Trondek Hwechin Farm Living Dike and Flood Mitigation Project
The Trondek Hwechin Farm project entails building and creating 2 living dike systems along the pond, Construct 4 ditching systems including culverts with harvestable berry crops and other perennial plants species, to mitigate a high risk flooding area. They will also Expand and improve the existing trail system by adding 5 trails to support community outreach and access to the farm land.

Rockcliffe Mitigation Strategy
The City of Toronto, together with Toronto and Region Conservation Authority (TRCA) are implementing flood risk mitigation measures to improve flood conveyance and reduce urban and riverine flooding experienced in the Rockcliffe-Smythe area, the most flood vulnerable area in TRCA¿s jurisdiction. These measures include channel widening, crossing upsizing, installation of floodwalls, and local / trunk sewer improvements to reduce flood risk for many properties within the area. The solutions proposed will substantially reduce flooding risk in the Rockcliffe-Smythe area.
Jane St Bridge is one of a package of measures and is not amongst the listing of projects submitted for funding approval as this project was already approved for DMAF funding in the 2020 DMAF intake. Based on Hydraulic modelling completed, the Jane St project alone will not be effective in mitigating flood risk.

Nelson McIntyre Collegiate Backyard Revitalization Project
The project includes a garden with plantings to support land-based learning, trees and bushes to provide shade and privacy and an orchard for the communities’ use. The project will also create a pathway, gathering space with naturalized seating including a space dedicated to Indigenous teachings and ceremonies.
