About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Empowering women through sustainable entrepreneurship in Morocco

Description:

This project aims to economically empower rural women in Morocco’s Marrakesh-Safi region. It seeks to increase women’s decision-making power over their businesses, to improve business development support services’ responsiveness to gender equality issues. The project also seeks to engage communities in supporting women’s rights and breaking down gender stereotypes (in public and private spheres) related to women’s entrepreneurship. It aims to ensure that women have genuine, full control over the assets, technologies, finances and benefits of their economic activities and to significantly reduce or even eliminate gender stereotypes in rural communities in the Marrakech-Safi region. The project has been extended to ensure the restart and full implementation of activities and the achievement of planned results in communities affected by the earthquake of September 8, 2023 (magnitude 6.8), as well as to increase the economic resilience of affected women and communities in the post-earthquake context. Project activities include the following: (1) implementing perennial and inclusive groups of Village Savings and Loans Associations (VSLAs) for marginalized women, and providing these women with training to foster their personal development and promote more efficient management of their finances; (2) guiding women-led cooperatives in developing ties with financial institutions and credit sources so they can implement their business plans; (3) training business support institutions and civil society organizations in order to support women-led businesses and use dialogue instruments to reduce the gender-related barriers facing women’s entrepreneurship; and (4) training targeted households so that tasks are divided fairly and there is greater acceptance of women’s involvement in economic matters.

Description:

February 2018 – The humanitarian situation in the Democratic Republic of Congo (DRC) has deteriorated at an alarming rate since 2016. A surge in violent conflict and inter-communal tensions erupted in previously peaceful areas and intensified in others in 2017, forcing millions to flee their homes; bringing the total number of internally displaced people in the country to 4.49 million and severely stretching the humanitarian community’s capacity to respond. Across the DRC, at least 13.1 million people require humanitarian assistance - an increase of 79% from the start of 2017. This includes 7.7 million severely food insecure people and close to 2 million severely malnourished children.

With GAC’s support, Solidarites International is providing assistance to address the urgent needs of up to 38,750 conflict-affected people in Kasaï Oriental, Lomami and Sankuru provinces, DRC. This project focuses on increasing access to safe water and sanitation facilities, non-food items and livelihood support for conflict affected populations. Project activities include:
(1) providing up to 5,000 households with tools and/or seeds to improve livelihoods;
(2) providing up to 1,500 households with access to NFIs;
(3) rehabilitate up to 5 water points and adding chlorination to up to 55 water points; and
(4) providing hygiene sessions to up to 8,250 people.

Rural Social Protection: Productive Safety Net Program 2016-2021

Description:

This project represents Canada's continuing support for Ethiopia's Productive Safety Net Program (PSPN). Led by the Government of Ethiopia, with support from Canada and other partners, this initiative aims to enhance household and community resilience to shocks, such as droughts, and improve household food security, nutrition and economic well-being in Ethiopia's most vulnerable communities. To achieve these objectives, the project provides food insecure households with predictable food or cash transfers. In exchange for these transfers, beneficiaries participate in public works activities to build community assets and improve watershed management; a number of these activities build resilience to climate change. The most vulnerable beneficiaries (e.g. elderly people and pregnant and lactating mothers) receive transfers without contributing their labour for public works. The project reach is up to 10 million rural beneficiaries.

Project activities include: (1) providing cash and food transfers to food insecure households; (2) conducting livelihoods interventions (e.g. crop and livestock production, and off-farm income generating activities); (3) providing key health and nutrition services (e.g. behaviour change communication activities); (4) construction of community assets (e.g. land rehabilitation, health posts); and (5) offering capacity development activities.

Canada's support to this program is provided through the United Nations World Food Programme (WFP) and the World Bank.
