In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

Ganohkwasra Family Assault Support Services will facilitate healing circles and group and individual counselling sessions with the families of missing and murdered Indigenous women and girls. They will also work in conjunction with the Ontario Family Information Liaison Unit to provide information/details to these families when requested. Further, they will coordinate and organize MMIWG Family Gatherings, fostering traditional teachings and communal activities. They also plan to facilitate October 4th Sisters in Spirit events with the families of the Six Nations Community.

The families of missing and murdered Indigenous women and girls program will offer trauma-informed counselling and emotional, cultural and practical support to family members of missing and murdered Indigenous women and girls in their own community. The program will offer a whole / family centered approach to families with complex needs and will focus on safety, self-care, mental health and physical wellbeing. The program will recognize the need for physical and emotional safety, by providing a safe space that is recognized by the community as a space for healing. The project team will have a broad knowledge of available resources and assistance programs to refer families to services they need.

Description:

Pacific Association of First Nations Women will provide culturally responsive, trauma informed community-based services for families of the missing and murdered Indigenous women and girls, in the Lower Mainland of Vancouver. They will provide counseling, traditional healing practices and ceremonies led by Indigenous therapists, traditional healers and wisdom keepers. Their services to the families will include cultural teachings and information workshop sessions, family gatherings, healing circles, support groups and referrals to/from the Family Information Liaison Unit of British Columbia.
