In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Tracking Impact: Measuring Change Against Sexual Violence in Saskatchewan

Through this 15-month project Sexual Assault Services of Saskatchewan will strengthen the GBV sector to address gaps in supports by strengthening data collection on sexual violence in Saskatchewan. To enhance Saskatchewan-specific, community data collection to measure progress in sexual violence prevention efforts and capture the unique realities of Saskatchewan’s rural, remote, northern and Indigenous communities the organization will conduct key activities that include working with communities to identify meaningful indicators of change, establishing practical data collection tools and baseline data points as well as developing a publicly accessible online dashboard.
By the end of the project Sexual Assault Services of Saskatchewan Inc, will have partnered with community-based organizations, research institutions and government stakeholders to empower organizations, improve policy responses and enhance the accountability of sexual violence prevention efforts across the province.

Resilient and Inclusive Agri-food Systems Empowering Women and Youth

Also, the project will improve the enabling environment for women by working with the government, civil society, and farmer cooperatives to support inclusive and gender-responsive agri-food systems.

The project aims to address the disproportionate effects of gender inequality, climate change, and conflict on women and girls in Colombia, the Democratic Republic of Congo, South Sudan, and the West Bank. Led by KAIROS, a Canadian civil society development partner, and in collaboration with local human rights organizations, the project focuses on empowering women peacebuilders and local networks to lead interventions at the intersection of the triple nexus of climate change, conflict, and gender inequality. The initiative seeks to foster more sustainable, equitable, resilient, and peaceful societies in these regions by enhancing local capacity and strengthening the impact of gender-transformative approaches to these interconnected challenges.
