About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The project aims to increase voter resilience in the Philippines, Czechia, and Côte d’Ivoire to foreign manipulation and interference in information. Over a period of 15 months, the project will coordinate with journalists, content creators, civil society and public sector actors, as well as international partners and election observers, to develop context-specific interventions in the targeted countries, conduct tailored and gender-responsive training workshops, and provide technical support. The project will also establish and operate a monitoring and early warning team, which will set up a designated physical “situation room” in the country to detect, analyze, and disseminate information on interference patterns and relevant narratives, and develop actions to counter foreign manipulation and interference in information in these countries.

Detecting the Ultra-Faint Galaxies Responsible for Cosmic Reionization with Gravitational Lensing and JWST Medium Bands

Most of the hydrogen gas in the Universe is ionized, but prior to the formation of galaxies, the Universe was neutral. Once stars started forming, a significant phase change occurred in the universe, a process known as “Reionization”. This project will look for the faintest possible sources of Reionization, tiny dwarf galaxies. The project targets strong-lensing clusters which provide a factor of 3 - 50 boost in the brightness of background sources. This increase in sensitivity allows the detection of extraordinarily low-mass galaxies (the equivalent of large star-clusters) during the reionization epoch and quantify their role in this process.
