About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Coordination of Humanitarian Responses in Multiple Countries - OCHA 2018

The United Nations Office for the Coordination of Humanitarian Affairs’ (OCHA) primary mandate is to oversee the coordination of international humanitarian responses, in partnership with national and international actors, in order to achieve more coherent and effective humanitarian action. This grant represents Canada's support to OCHA in Bangladesh, Cameroon, Central African Republic (CAR), the Democratic Republic of Congo (DRC), Nigeria, Somalia, South Sudan and Yemen.
With the support of Canada and other donors, OCHA fulfills its mandate by: (1) strengthening humanitarian leadership; (2) establishing and overseeing coordination systems; (3) monitoring and reporting on humanitarian situations; (4) advocating on behalf of affected people; (5) supporting the assessment and prioritization of humanitarian needs and strategic planning; (6) promoting emergency preparedness; and (7) mobilizing funding for humanitarian assistance.

Community Policing in Liberated Areas of Iraq

This project aims to increase the capacity of local police and civil society to work together to address security issues in Ninewah and Anbar, Iraq through the use of community policing practices. Police forces are currently supporting other Iraqi Security Forces in their fight against Daesh; however as the latter loses ground there is a need for local police forces to provide security as a service to the populace in areas liberated from Daesh. Project activities include: (1) training local police and civil society on community policing; (2) establishing community police forums; (3) rehabilitating police stations; and (4) assessing the security needs of local women and youth in targeted areas.
