Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Shoreline Trail - Hillsborough Segment
The Hillsborough segment of the Shoreline Trail will be an integral component of the regional signature pedestrian and cycling linear trail. In total, the Shoreline trail will extend approximately 170 kilometers in southeast New Brunswick, from Alma, NB to Cap Pelé, NB. This pedestrian/cycling trail will run through the heart of the Village of Hillsborough and take users along a combination of gravel and paved roadways, alongside and around wetland areas and along a protective dike bordering the Petitcodiac River in southeast New Brunswick.
The Hillsborough segment and Weldon portions of the signature trail will total approximately 12 kilometers and include six individual segments; (1) being 1.9 kilometers in length, along a gravel and paved roadway; (2) 1.3 kilometers of trails around a wetland area; (3) a 700-meter segment along a paved roadway to the village center; (4) a 1.5-kilometer segment around another wetland area; (5) a 3.1-kilometer segment along a raised protective dike bordering the beautiful Petitcodiac River and; (6) a final 3.6 kilometer segment along a dike, extending inland from the Petitcodiac River to Weldon Creek along an old abandoned rail line.
The project will be completed over three years. Year 1 (2022) will include adjacent landowner consultations, architectural design of the trail, and some preliminary preparatory work. Year 2 (2023) will include the some additional work on work on segments 2 and 4, and partial construction of segments 5 and 6. Year 3 (2024) will involve the remaining work on segments 5 and 6. The work will include purchasing and installing appropriate signage, grading and surfacing with tailings on portions of segments 2, 4, 5 and 6 to make walking safe and enjoyable. The work will be completed using a combination of in-kind work with community-owned equipment, work by seasonal employees and contracted work on sections 5 and 6.

Construction of a Green Boardwalk
The public boardwalk is part of a process that will create a green link between various key facilities in the area (school centre, church, presbytery, seniors club, youth centre, recreation centre, municipal building, main street) and many residential buildings. The boardwalk will connect to existing walking trails. The boardwalk will also run through a planned park. This project reflects the municipal council’s desire to revitalize the village centre and support the new impetus generated by a new generation of entrepreneurs and organizations that are taking many initiatives to increase the attractiveness of our village for both residents and tourists.
