In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Ensuring the Long-Term Survival of Actions Femmes ÎPÉ

Through this 19-month project, Actions Femmes ÎPÉ (AFIPE) will build its capacity to advance women's equality. To achieve this, the organization will finalize its restructuring and optimize its current resources. The project will include improving AFIPE’s internal documentation, website, and digital tools as well as developing contingency and transition plans. AFIPE will also implement a communications and advocacy strategy and analyze its current strategic and business plans with the goal of renewing them, incorporating the current needs of Francophone and Acadian women in Prince Edward Island.

Through this 19-month project, Armagh will build its capacity to advance gender equality. It will address their changing needs as a growing organization – both in terms of strategy and delivery. The project will begin by researching barriers to equality in the gender-based violence section in the Region of Peel and developing a corresponding strategic plan for the organization. In order to deliver on the plan, the organization will review and update their financial management and human resource practices, and examine their programs and services through a GBA+ lens.

Through this 31-month systemic change project, the Black Screen Office will help advance Black women's representation in leadership and decision-making roles in the screen industry. Specifically, the project will address the systemic racism and sexism they face when trying to advance in the screen industry. To do this, the Black Screen Office will provide anti-racism training to employers, leaders, and institutions in the industry to educate them on the discriminatory impacts of current policies and practices. The organization will conduct focus groups with women and collaborate with employers to develop and implement an anti-Black racism framework and accountability system to conduct policy transformation in the industry. A mentorship program will also be offered to support women’s skills development and advancement. An external evaluator will measure and assess the impact of the systemic change project
