In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Leader, SK. 5km Walking Trail looping around entire town to provide safety, accessibility, and active living for all community members
The goal of Leader’s Multi-purpose Trail project is to provide the community and surrounding area with safe, accessible trails to help promote healthy, active lifestyles. We are planning to create 2.5 kilometers of multi-purpose pathways that will connect to the existing sidewalk infrastructure to form a 5km loop around the entire Town of Leader. We have attached a full map of the trails we will be creating. If our fundraising efforts succeed, 1.12 kilometers will be paved. The other 1.38 kilometers will be a surface of compacted crusher dust, which still will provide a smooth surface for strollers, wheelchairs, and bicycles. We will be making the pathway at least 2.5 meters wide to allow for both pedestrian, and cyclist usage. Along the trail we will also be adding at least 5 benches for scenic resting spots. Signage will be added at every block. These signs will display the route options and their distances, as well as tourist attractions and nearby businesses along the route. The outcomes and benefits of creating this walking trail fully align with the objective of the Active Transport Fund and the National Active Transport Strategy. Through our partnership with Leader and District Tourism, Leader and District Chamber of Commerce, and the R.M. of Happyland we will be able to provide added safety, accessibility, increased tourism, and business growth, all while providing residents with an option for active transportation.

Purchase of vehicles, wheelchair adaptation components, and supporting infrastructure to establish a public transit system to connect the municipalities of Edmundston and Haut-Madawaska, New Brunswick
Purchase of a 40-passenger bus with gas, four minivans, 5 electronic tablets for drivers, an equipment adapted for wheelchair vehicles, 42 garbage cans (for the bus shelters), and install 42 bus shelters with excavation works (throughout the territory), 4 bike racks, 2 charging station , 500 signs and stop posts for embarkation and disembarkation points to establish a public transit system that connects two municipalities (Edmundston and Haut-Madawaska) and offers a service between them.
