About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Building Capacities for Eco-Resilience in the Philippines

This project aims to increase resilience of Philippine ecosystems and citizens, particularly Indigenous Peoples and women and girls dependent on ecosystem services. It supports the adoption and implementation of an ecosystem-based DRR (Disaster Risk and Resilience) approach (Eco-DRR), namely measuring and mitigating the impacts of natural disasters on communities and ecosystems, and financing and planning ecosystem restoration and recovery activities when disasters occur.
Project activities include: (1) providing training, technology, and platforms to improve ecosystem-based disaster planning, assessment, and rehabilitation; (2) establishing incubator sites and inter-agency Eco-DRR command centers, in collaboration with the Philippine Department of Environment and Natural Resources (DENR). This seeks to facilitate Eco-DRR training and demonstrate nature-based solutions for disaster resilience and ecosystem restoration; and (3) establishing a leadership fellows programme for women to provide peer-to-peer lea

This project aims to improve equitable participation and representation of women and marginalized groups in the democratic space in Nepal and the Philippines. Project activities include: (1) establishing government-to-citizen platforms technical hubs; (2) creating a peer support program for women and youths; (3) supporting data and evidence-based action-researches; (4) organizing solidarity tours; (5) establishing the Future Leaders' Empowerment program; (6) establishing micro-grant program for evidence-based advocacy campaigns; (7) establishing capacity building programs for women candidates and locally elected women office-bearers. The Project targets women and marginalized groups in selected geographical sites based on the project’s implementing partners' extensive, long-term experience working with these communities.

Advancing Climate Resilience and Women’s Empowerment in Moldova

This technical assistance project is in support of a $120 million sovereign loan to the Republic of Moldova and aims to support climate resilience and gender equality in rural areas of Moldova. This is done through sustainable management of forest, pasture and agricultural resources, as well as economic and educational empowerment of women. Project activities include: (1) delivering gender-sensitive trainings on climate-smart agriculture, forest management, and integrated ecosystem-based agroforestry; (2) establishing nurseries for forest community -based enterprises; and (3) providing technical equipment and training to local public authorities.

It supports local and regional women’s rights organizations (WROs), lesbian, bisexual, transgender, queer and intersex plus (LBTQI+) groups and feminist networks working to promote the rights of women and girls and advance gender equality globally. It provides multi-year core funding and rapid responsive funding, strengthening institutional capacity and bolstering feminist alliances, as WROs and their networks are critical change agents.
