In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project is part of Canada’s Women’s Voice and Leadership Program, which supports local and regional women’s organisations and networks that are working to promote women’s rights, and advance women’s empowerment and gender equality in developing countries. This is done by supporting their activities, building their institutional capacity, and promoting network and alliance-building as women’s rights and feminist organizations are critical agents of change. The Program also responds to the globally recognized, significant gap in funding and support to women’s rights organizations and movements around the world.

The project’s ultimate outcome is to increase the enjoyment of human rights by women and girls in all their diversity and the advancement of gender equality in Tanzania. The project will directly benefit around 20 women’s networks, 30 WROs, 20 YFOs, and 10 LBTQI+ organizations (exact number TBD by the feminist grant-making committees after reviewing applications), 3,000 women, 2,000 young women, and 16 non-binary people. Indirectly, it will reach more than 40,000 individuals through programming, advocacy, and networks, not only in urban settings, but also in rural, undeserved, and Indigenous communities.

This project aims to enhance sustainability of biodiversity and enhance local livelihoods, particularly for women, in the Wechiau Community Hippo Sanctuary and Avu Lagoon Community Protected Area. It supports these communities by managing natural resources, conserving biodiversity, and providing critical ecosystem services. The project seeks to focus on protecting endangered species by increasing the participation of women, youth and marginalized groups in decision making forums such as the Community Resource Management Area. It also aims to provide support to women to develop diverse skills in sectors such as ecotourism, shea production and wildlife protection. Project activities include: (1) providing technical assistance to co-create, use, and disseminate knowledge for biodiversity conservation to non-governmental organizations, academic, and community groups, fostering inclusive and locally informed conservation efforts; (2) supplying and managing enterprises established through agribusiness and ecotourism; (3) establishing and strengthening market-ready and business-capable community cooperatives to operate ecotourism, plastic waste management, and agribusiness enterprises in a sustainable and inclusive manner; (4) developing feasibility and pilot programs to access species reintroduction, breeding, and conservation translocation strategies; and (5) providing technical assistance to community members, including women and youth, to protect land from destructive use and restore degraded areas.
