In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Project Agape: Fostering Survivor Advocacy, Leadership and Growth

Through this 20-month project, Project Agape will build its capacity to advance gender equality and advocacy for survivors of gender-based violence. It will ensure their strategic direction meets the needs of their service users, and that their staff and organization have the necessary tools to deliver. The project will include: a community needs assessment and analysis, the development of a strategic plan, the development of training and materials for GBV support workers, and the development of a financial management plan. The success of these activities will be assessed and plans for their sustainability developed.

Capacity Building of the Association of Early Childhood Educators of Alberta

Through this 20-month project, the Association of Early Childhood Educators of Alberta (AECEA) will build its capacity to advance gender equality. It will address the growing needs of early childhood educators, the majority of whom are women and many who are also racialized. To achieve these goals, AECEA will transition from an operating board to a governance model, fostering sound management and strong governance. The project activities include conducting an organizational assessment and a strategic planning session which will help the Board and staff to clarify strategic and organizational objectives and develop new management and governance strategies and structures. By the project’s conclusion, the organization will have reviewed its HR policies and procedures, and created comprehensive strategies for financial sustainability, memberships and community engagement, as well as communications, advocacy and data management.

Disrupting Inequities in Settlement for Black Newcomer Women

Through this 32-month systemic change project, The Africa Centre will help advance the economic security and prosperity of Black women through systemic change. Specifically, the project will address systemic barriers within the settlement sector for Black Newcomer women. This will be achieved by collecting stories about the settlement experiences of Black immigrant women to identify discrepancies and gaps in the settlement services sector; collaborating with settlement services agencies to understand and reform existing practices; and developing and sharing equitable and inclusive policy and process recommendations with key decision-makers in the settlement ecosystem. The Africa Centre will work with identified key stakeholders and an external evaluator to create and implement evaluation frameworks, apply evaluation findings and measure and assess the impact of this systemic change project. By the end of the project the organization will have achieved meaningful outcomes and system improvements in their continuing goal to provide Black Newcomer women with equitable opportunities for economic advancement in Alberta.
