In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Gingolx Active Transportation Plan
Gingolx Village Government will complete an Active Transportation Plan. This plan will be a report deliverable that will describe methods that that the community can take to better support active mobility options. The intent of the plan will be to facilitate future active transportation projects that can reduce GHG emissions, increase the safety of the transportation network, and increase rural connectivity. The plan will include future sidewalk locations, typical sidewalk cross sections to define a standard of construction, and high level per linear meter costing based on those standards.
The creation of the active transportation plan is expected to strategize key improvements in active transportation including identifying the locations of future sidewalk projects to connect major destinations in the community and improving pedestrian crossings to reduce pedestrian and vehicle conflict. This Active Transportation Plan will be formed through a mixture of detailed engineering analysis and community engagement to identify long term goals and prioritize specific projects. The proposed plan will help to identify which projects can be further developed into a “shovel-ready” state. Having this prioritized list of transportation network upgrade projects will help to support future grant applications and will help in connecting the community.

DISRUPT: Preventing and Combating Corruption, ML and TOC in Ecuador

This four-year initiative (FY 24/25 to FY 28/29) – to be implemented by UNODC – will strengthen Ecuador’s capacity to prevent and combat organized crime, with a particular focus on strengthening institutional integrity in the port system and financial sectors. These focus areas have been identified as critical links to Ecuador’s safety and security to prevent the spill-over of organized crime into other jurisdictions. This project has been developed around three main pillars: Pillar 1 - Preventing and Combating Corruption Associated with Organized Crime in the Port System; Pillar 2 - Strengthening Ecuador’s Capacity to Prevent and Combat Money Laundering and Illicit Financial Flows; and Pillar 3 - Enhancing Regional and International Cooperation to Prevent and Combat Transnational Organized Crime. By enhancing Ecuador's operational and institutional capacities, this project will help to fortify the region against criminal expansion, reducing the likelihood of transnational crime networks impacting Canadian interests.
