In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The project consists of national representation and promotion of the activities of the justice sector, with a view to ensuring that francophone minority communities and the legal community are informed of developments, needs and issues related to access to justice in French. Information and expertise will be shared, and training activities will be encouraged to improve access to justice in French.

The organization will continue its work on CliquezJustice.ca, a Canada-wide public legal education and information portal designed to develop the legal capacity of Francophone minority communities and to help them become equipped to face a legal challenge. The organization will continue to research, develop and add new content related to various legal issues in several areas of law, advertise and promote the site, maintain its relationships with existing partners, conduct activities to ensure that the site meets the needs of Francophone minority communities and undertake evaluation activities to assess the impact of the site.

The project consists of supporting services provided by a bilingual justice information hub in Ottawa. These services include providing legal information, referrals, information sessions on legal topics, and support for individuals who have to go to Court. The organization will also create tools for the clientele, develop partnerships and promote the hub. Services are provided by a variety of means, including face-to-face, by phone, by email or by internet.

The organization will continue its work on Jurisource.ca, an Internet portal that provides access to legal and jurilinguistic resources for justice professionals in French language minority communities in Canada. The organization will develop and add content to the site, maintain its relationships with existing partners and recruit new ones, promote the site, and add necessary technological improvements to it, while keeping in consideration the needs identified by training professionals.

The project involves the development and dissemination of a series of legal and linguistic tools, the development of a new course, the offering of an online course and of workshops for support staff in legal circles. The organization will also collaborate to the network activities of the four jurilinguistics centers, including the standardization of French common law terminology and participation in the Summer Institute for Jurilinguistics.
