In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The Yukon Community Wellness Court (CWC) is a therapeutic court that addresses criminal behavior by concentrating on the underlying criminogenic problems without necessarily having to resort to a carceral sentence. This program provides participants with a Wellness Plan, addressing issues through a multi-disciplinary team approach that lasts for as long as 24 months. Upon conclusion of the Wellness Plan, the accused then returns to court for final sentencing, where their performance is taken into consideration. Attached to the Court is the Justice Wellness Centre, where participants go to see their Probation Officer, to do "check-ins" and to develop their Wellness Plan.

The province of Newfoundland and Labrador has entered into an Agreement with the Department of Justice Canada to share in the costs of youth justice services and programs within their jurisdiction. The priority of the Agreement is to support and promote programs and services that are consistent with the following objectives: -To encourage accountability measures for unlawful behaviour that are proportionate and timely; -To encourage effective rehabilitation and reintegration of young persons into their communities; -To target the formal court process to the most serious offences; and,
-To target detention and custody to the most serious offences.

This pilot project aims to address gaps in the youth justice system by focusing on the period where youth are most at risk of accumulating administration of justice offences, i.e. between the youth's first appearance and the resolution of any process (for example, sentencing hearing). Over the course of the project, Restorative Circles Initiative of Saskatoon Inc. will provide support to approximately 75 youth and their families to meet court obligations and prevent further charges. Two evidence-based models will be used: (i) the Family Group Conferencing to assist in developing supportive and tailored intervention plans, and (ii) the Intensive one-on-one Mentorship to help youth and their families to navigate the justice process and access community resources.

The project will also explore the viability of a satellite office in neighbouring communities.

The project aims to increase capacity of the organization to provide a coordinated approach to addressing the needs of child and youth victims and/or witnesses in the criminal justice system, thereby minimizing system-induced trauma by providing a single, child-friendly setting for young victims or witnesses and their families seeking services. The organization will provide education and outreach to the community regarding child abuse and develop a strategy to enhance the community's understanding of child abuse prevention and intervention.

The organization will continue to provide a comfortable and safe child-friendly environment for children and youth who are victims of abuse and help them navigate the criminal justice system. The Recipient agrees to continue engaging child and youth victims and witnesses through the services of specialized child forensic interviewers, backed by ongoing training opportunities.
