In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 20-month capacity building project, The Shine Network Institute will enhance their capacity to advance gender equality by identifying the needs and barriers Indigenous women are facing within the Canadian screen sector.
Specifically, this project will focus on the development of strategic and long-term sustainable planning with the creation of a strategic plan, and the establishment of an Indigenous Pedagogy Policy.
The Shine Network Institute will conduct a needs assessment, comprehensive data collection and analysis, to gain a detailed understanding of the root causes and geographical differences of the challenges faced by Indigenous women in the Canadian screen sector. An Indigenous Pedagogy Policy will be implemented, focusing on education and training within the organization that is culturally informed, accessible, and safe. The Shine Network Institute will also develop a comprehensive strategic plan, serving as a roadmap for implementing sustainable solutions to the identified challenges, ultimately enhancing the impact and reach of the organization.

EmpowerHER: Gender Equality Audits in the Aerospace Workplace

Through this 20 months systemic change project, Women in Aerospace Canada will help advance women’s economic prosperity and representation in leadership and decision-making roles through systemic change. Specifically, the project will address systemic barriers to increase the number of women in high-paying positions and facilitate their progression into leadership roles within Canada's aerospace sector by developing a scalable corporate auditing protocol to understand the driving factors within a corporation impacting the hiring, retention and progression of women in the aerospace sector. The audit will be deployed to four corporations in the sector (Ontario, QC, Prairies and Atlantic) and the results will be measured and assessed to develop recommendations. An external evaluator will measure and assess the impact of the systemic change project.

Advancing Equity with Safer Spaces for Women and Gender Diverse People in York Region

Through this 32-month systemic change project, CAYR Community Connections will help advance women and gender diverse people’s economic security and prosperity through systemic change. Specifically, the project will address systemic barriers by addressing institutional barriers to inclusion in York Region. The project will engage an expert in Safer Spaces programming to co-develop a module on barriers to economic security and prosperity, which will be added to their existing Safer Spaces curriculum. This will include engaging with women and gender-diverse people and stakeholders in York Region, and then creating and delivering the customized safer spaces training to stakeholders in the area. An external evaluator will measure and assess the impact of the systemic change project.
