In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Inuit Women in the Nunakput Region Reclaiming Power and Place

Through this 20-month project, Tahiuqtiit Womans Society will build its capacity to advance gender equality. It will address the organization’s need to strengthen its infrastructure and outreach capacity to fulfill their mandate to support the equality of Inuit∕Inuvialuit women in the Nunakput region, which is comprised of four communities, Paulatuk, Sachs Harbour, Tuktoyaktuk and Ulukhaktok. The project will include governance training for the Board of Directors, development of evaluation tools, diversification of revenue strategies, improving social media presence, and strategic planning. This project will ensure Inuit∕Inuvialuit women in the Nunakput region move toward greater political, social, and economic equality.

Advancing the Sustainability and Capacity Building of ACB Women for Long Term Community Impact

Through this 20-month project, Care Masters Women and Family Services will build its capacity to advance gender equality. It will address the need to strategically and sustainably fulfill the organizational mission to address critical needs within the African, Caribbean, and Black (ACB) community in the Greater Toronto Area (GTA) and Peel Region. The project will include 1) creating a 5-year strategic and sustainability plan; 2) enhancing financial management practices; 3) creating organizational structures to increase financial stability and sustainability; 4) building organizational capacity and related in-house resources through professional development and trainings to focus on staff and volunteer well-being, development and retention; and 5) conducting community engagement and research sessions with ACB women to prepare for program enhancement and establishing a network of Black and women-led and serving organizations.

Graduate to Employment Pathway

Through this 20-month systemic change project, Black Girls Gather will scale the Graduate to Employment Program to advance women’s economic security and prosperity. It will scale to increase representation in leadership roles in Atlantic Canada. It will address systemic barriers to employment, such as race and age bias, gender-based discrimination, and lack of qualification recognition for internationally trained newcomers, for young, Black women and create pathways to overcome them. The project participants are intentionally matched with a senior leader sponsor who can support them on their transition to full-time employment. Upon completion, participants will be enrolled into an alumni program, where they can continue to access resources and engage in a network of mutual support. The project is rooted in Afrocentric principles and prioritizes sponsors who are equipped to center the experiences of Black women to transform their economic potential.

Racialized immigrant women in Toronto East Rise for economic security and prosperity (Women RISE)

Through this 23-month systemic change project, Bangladeshi-Canadian Community Services (BCS) will help advance women’s economic security through systemic change. Specifically, the project will address systemic barriers affecting the employability of racialized newcomer and immigrant women. The project will achieve this by 1) training and mentoring racialized newcomer/immigrant women to become Feminist Leaders; 2) mobilizing racialized newcomer and immigrant women and their allies to identify barriers to employment and develop strategies to address employment inequalities; 3) developing a social media campaign to raise public awareness; and 4) facilitating dialogue with Members of Parliament, Members of Provincial Government and employers to advocate for policy changes that enhance economic security for racialized newcomer and immigrant women. An external evaluator will measure and assess the impact of the systemic change project.
