In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project aims to address the urgent need for better understanding, awareness, and action in response to the crisis of violence toward Indigenous peoples within the community and service area of the Cowichan Valley.

Legal Support Service for Indigenous Women

The goal of the project is, essentially, to inform and support as many Indigenous and Inuit women as possible who come face to face with the Quebec legal system. The support will be oriented towards the main issues: lack of information, culturally safe support, language barrier and lack of translation and interpretation services, interpretation and definition of terms used in the judicial process, etc. Modulate the support service according to the needs identified in the different First Peoples communities.

Pathways for Healing

The National Family and Survivors Circle project will create a supportive and inclusive environment for families of Missing and Murdered Indigenous Women and Girls and 2Spirit + survivors. The initiative will empower them through the provision of Wellness Kits, which are curated and crafted to address their grief and trauma. The project also aims to center and elevate their lived experiences and expertise by developing an education curriculum and train-the-trainer module based on best practices for frontline service delivery organizations and government entities. The National Family and Survivors Circle project will improve access to justice for victims of crime and create space for them as leaders and experts in steering their own journey towards healing and justice.

The project will focus on amplifying the voices and experiences of victims of criminal offences and help provide insight into how offenders can work towards mending the harm that has been done in a safe and healthy way through the restorative justice process. The project will also focus on providing victims with assistance in finding the supports they may need to move forward with their healing journey, whether that be a healing circle, working with local community partners for additional services, providing supports through land-based healing and activities, or working with elders in their communities.

Specialized Victims Support Navigator

The project will implement a victims navigator approach to fill the gap in dealing with victims, to meet with victims of crime as a primary contact person to assist them throughout the criminal court process, provide information and resources to victims in regard to trauma and ways to prevent re-victimization. The navigator will help refer victims to supports within community, accompany victims to meet with police, justice appointments, court interviews etc. The navigator will ensure victims have supports and access to service options, and be assisted in a culturally sensitive manner. The navigator will develop contact base and collaborate with support services to help victims .
