In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

EIWFSC will also engage with Indigenous youth to develop a Lateral Violence training program. All of these initiatives are to be carried out through a GBA Plus lens, especially where community consultation and project delivery are concerned.

With the supplemental funds and extension provided in early 2026, Femmes Autochtones du Québec Inc. will undertake a phase of consolidation and gradual structuring of the achievements of the initial project. The organization will formalize participatory Indigenous governance and develop, in collaboration with partner organizations, a simplified model for organizational capacity building. This phase will include the implementation of a collaborative process with a limited number of partner organizations, as well as the organization of a structured territorial meeting and a regional capacity-building forum aimed at sharing lessons learned.

Support, Empower, Access: A holistic approach to supporting survivors of trafficking

These goals will be achieved by developing and implementing the Support, Empower, Access (SEA) program, which will support, empower and enhance access to programs and services through shared expertise and experience regarding sex and labour trafficking. The project will also develop and recommend best practices for supporting immigrants and migrants who have survived or are at risk of trafficking in their home country, during migration, or while living in Newfoundland and Labrador. The project will also develop a peer leadership model that will incorporate recommendations from health professionals, government and non-profit organizations, and those with lived experience.
