In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

ManitobaSAT-1 will study how space conditions affect the composition of asteroids and the Moon so that researchers on Earth can better understand those effects when studying meteorites. This mission will also help better understand the origins of asteroids when the data will be combines with the data from asteroid sample-return missions, such as the OSIRIS-Rex mission.
ManitobaSAT-1 will be developed in collaboration with the University of Winnipeg, York University, Interlake School Division, and Magellan Aerospace.

Increasing Demand for Sexual and Reproductive Health Services in West Africa

This project aims to improve the sexual and reproductive health and rights (SRHR) for women and adolescent girls in Francophone West Africa, with a particular focus on Cote d’Ivoire, Mali and Niger. The project seeks to increase demand for and use of sexual and reproductive health services by increasing knowledge of SRHR among women and adolescent girls and by reducing gender-related barriers to seeking these services by working with men, boys and cultural leaders in addition to women and adolescent girls. The project also expands access to quality sexual and reproductive health services, including safe abortion and post-abortion care. In addition, the project develops and implements a regional strategy to contribute to improved SRHR for women and adolescent girls.
Project activities include: (1) training 520 health care workers to provide quality and youth-friendly health services; (2) establishing and deploying eight mobile health units; and (3) conducting events and outreach activities on SRHR, including contraception. An estimated 319,573 women and adolescent girls are expected to benefit from services and outreach activities, and 115,679 women and adolescent girls are expected to be provided with modern contraception.

This project is part of Global Affairs Canada’s International Youth Internship Program (IYIP), funded by the Government of Canada's Youth Employment Strategy. The IYIP is designed to offer Canadian post-secondary graduates the opportunity to gain professional experience in international development.
Bow Valley College, in a consortium with College of the Rockies and Selkirk College, sends 84 interns to nine countries. The internships positions help to support the economic growth, democracy and education of children and youth in those countries by working closely with local organizations. Activities include: conducting research and analysis on gender equity issues, raising awareness of gender inequality issues at the institutional and community levels, working with local governments to support rural development projects using renewable energy, and researching sector best practices in greening early childhood education curriculum.

Eliminating Violence Against Women and Girls in West Bank and Gaza

The project aims to reduce the vulnerability of women and girls in West Bank and Gaza to all forms of violence and from the threat of such violence. Project activities include: (1) putting in place prevention initiatives that support targeted households and communities for decreasing harmful practices, attitudes and behaviours toward women and girls; (2) fostering innovative approaches to improving service providers’ capacity to provide gender-responsive services for victims and survivors of violence; and (3) building the capacity of civil society actors and human rights advocates to advocate for policy and legal frameworks to protect women and girls’ rights.
A consortium led by the United Nations Entity for Gender Equality and the Empowerment of Women implements this project, including the United Nations Human Settlements Programme, the United Nations Population Fund and the United Nations Office on Drugs and Crime.

Women of Courage - Women, Peace and Security

This project aims to empower women human rights defenders and organizations to effectively participate in post-conflict development and peace and security processes in Colombia, the Democratic Republic of Congo, the Philippines, South Sudan, and the West Bank. The project strengthens the ability of beneficiaries to use national laws and international human rights frameworks to defend and protect women’s rights in post-conflict settings. Project activities include: (1) providing psychosocial and legal support to help women survivors recover from and seek justice for the physical and psychological violence they have experienced; (2) providing training to women human rights defenders and organizations and other key stakeholders on national and international human rights frameworks and gender-based analysis, as well as organizational strengthening; (3) developing or improving National Action Plans and the implementation of United Nations Security Council Resolutions (UNSCR) on women, peace and security; and (4) establishing South-South exchanges to facilitate networking, mutual learning and skills building.
This project is expected to directly reach more than 35,000 beneficiaries (78% women and 22% men) in the five countries/territories, including approximately 9,500 women survivors of gender-based violence. In addition, it is expected to reach 200,000 (150,000 women and 50,000 men) indirect beneficiaries nationally, including extended families, community members, networks, government employees and other stakeholders, as well as another two million indirect beneficiaries internationally through networks, coalitions, and social media.
