In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 21-month project, Action ontarienne contre la violence faite aux femmes will build its capacity and that of its member organizations to advance gender equality. It will address the need to ensure the sustainability of services so that Francophone women and non-binary people in Ontario can obtain quality services in French. The project will include: 1- the implementation of fund diversification strategies to secure additional funding; 2- the implementation of a peer support and workplace wellness system to assist the integration of new employees and limit the risk of burnout; 3- the creation of a development plan for a provincial psychotherapy program for service users and workers in the sector; and 4- the development of resources and tools for the inclusion of trans and non-binary women in violence against women services in Ontario.

It will address the current and emerging needs and compounding issues facing girls, transgender, non-binary, and gender-diverse youth in the community. The project will include conducting an environmental scan, developing a strategic plan, creating a measurement scorecard to evaluate progress, and establishing a comprehensive and integrated digital data management system.

Ignite THEM: Women and Systemic Canadian Change

Through this 32-month systemic change project, The Gender Equality Coalition of Ontario (GECO) will help advance women’s economic security and prosperity through systemic change. Specifically, the project will address systemic barriers within the workplace by developing and rolling out a customizable IgniteTHEM toolkit that identifies promising practices and provides tangible tools for employers. Through the recruitment of motivators and under the direction of an advisory council workplaces will be able to drive equitable recruitment, retention and promotion of women and gender diverse people. The toolkit will be featured at GECO’s IgniteTHEM conference. An external evaluator will measure and assess the impact of the systemic change project

Locally Driven Guaranteed Basic Income

Through this 33-month systemic change project, Huronia Transition Homes will help advance women’s economic security and prosperity through systemic change. Specifically, the project will address systemic barriers to economic security faced by women who have survived violence. The project will do this by engaging with a newly developed local network that will inform the design of a Basic Income Guarantee (BIG) Framework. The network will bring together municipalities, academic institutions, social services, women with lived experience, regional committees, and the local health unit to work collectively to advance the BIG framework in North Simcoe. In collaboration with this network, the organization will conduct research, develop the Basic Income Guaranteed (BIG) framework, and develop a knowledge translation strategy that will be implemented to present the framework to the community and potential supporters. An external evaluator will measure and assess the impact of the systemic change project.
