In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Various Active Transportation Enhancements
"4 bundled projects:
1. Replacing a disintegrating wood boardwalk with a new boardwalk with an edge guard to make it fully accessible and safe. The boardwalk connects the marina and Victoria Park/Beach with the west end of Cobourg's residential area and is a very close connection to the downtown.
2. Rehabilitation of a multi-use pathway between Cottesmore Av to Brook Rd N with the addition of new limestone screenings. The path is 550 metres in length and 3 metres wide. Also, the path connects to another proposed project on Brook Rd N (the path connects to another proposed project on Brook Rd N).
3. This project involves the widening of paved shoulders on Brook Rd N from 250m north of King St E to the south side of CN/CPR railway to increase the connectivity for pedestrians and cyclists to the Kerr St trail. The total distance is approximately 250m.
4. Activities involve excavating and installing a multi-use path using limestone screenings as a temporary investment in AT for this section of Kerr St prior to its future build out. The path is 570m in length and 3 metres wide. This is a residential connection that will be fully accessible and safe for use by pedestrians and cyclists."
