In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

The initiative proposed by UNFPA aims to improve the use of SRH, FP and GBV services by women and girls aged 15 to 49 in the targeted areas. To do this, the project will improve the gender literacy of men, women, leaders and youth through campaigns promoting gender equality and positive masculinity clubs. The project also plans to improve the life skills of women and girls through empowerment programs and training to detect the signs of obstetric emergencies. UNFPA will also work to improve the technical and operational skills of health facilities so that they are able to offer integrated SRH, FP and GBV services.
In order to better protect women and girls in the project's communities of intervention, the technical and operational capacities of public structures for the registration and issuance of civil status documents will be improved and the populations will be made aware of the systematic registration of civil status events, particularly births. To prevent and better respond to GBV, UNFPA will work with community-based health providers and health workers to improve their skills in holistic survivor care while strengthening their referral and reporting capacities.
Finally, through the development of "green" initiatives such as the manufacture of household items from plastic waste, the provision of improved stoves, training in soilless cultivation, the awareness of IDPs and host communities, and the implementation of cultural activities or joint projects such as the development of the community environment, the project will contribute to improving the culture of peace. solidarity and peaceful resolution of community conflicts. Agents of the defence and security forces in the project's area of intervention will also be trained on human rights and gender.
