In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Redevelopment of Petit-Saguenay’s Village Core
"The redevelopment of the village core involves construction of public infrastructure that will increase the use of active transportation in the municipality of Petit-Saguenay. The idea is to build a pedestrian boardwalk, a public space and a public park connected by a safe, user-friendly and inclusive walking and biking network. The main goals are to promote safe active transportation, revitalize the village core where commercial and community activities are located, and serve tourists better.
More specifically, the project involves rebuilding a pedestrian boardwalk along the Petit-Saguenay River and enhancing it with a multifunctional public space that will include a food court and a rest stop for cyclists. A vegetated strip will be added between the main street and the pedestrian boardwalk for the following purposes:
- Protect pedestrians by putting up a physical barrier between Highway 170 and the boardwalk area
- Narrow the visual field for motorists to encourage them to slow down on the main artery
- Reduce the footprint of concrete in the panorama to make the pedestrian experience more pleasant and more consistent with the natural environment around the village
In all, the project involves the construction of a half-kilometre of shared walking/biking path in the village core. Overall, the objective is to make this critical area, which is traversed by a busy regional road, safe and attractive to encourage active transportation for locals and visitors. All major points of interest converge on the village core, making it the ideal location for a bike stop."
