In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project aims to contribute to the United Nations (UN) capacity to address and mitigate misinformation, disinformation, malinformation, and hate speech in peace operations. Project activities include: (1) delivering training-of-trainers courses to troop and police instructors from contributing countries and field missions; (2) supporting the UN Department of peace operations team in developing and delivering training, and supporting field personnel responsible for information operations in field missions; (3) developing and training on new tools to address and mitigate misinformation, disinformation, malinformation, and hate speech in UN peace operations; and (4) strengthening strategic and digital communications to support UN peace operations.

Strengthening Rights and Building Peace in Vulnerable Communities of Colombia

This project aims to improve the protection of Indigenous peoples at risk of cultural and physical extinction and environmental human rights defenders (EHRDs) from the Colombian departments of Arauca, Caquetá, Cauca, Guaviare, Nariño, Norte de Santander, Putumayo, Santa Marta and Sierra Nevada.
Project activities include: (1) providing technical assistance to authorities to help them adopt and implement protection measures for Indigenous people; (2) supporting Indigenous peoples with technical assistance and facilitating their participation in dialogue with state institutions. It does so to increase gender-inclusive individual and collective rights in implementing protection policies and improve Indigenous justice and self governance in the peace processes impacting their territories; (3) advocating for increased engagement by Colombian authorities to protect Indigenous people’s rights to land and resources; (4) building the technical capacities of national and local level institutions to protect EHRDs and

Improving Medical Capacities in Peace Operations

This project supports the United Nations Institute for Training and Research (UNITAR) capacity build uniformed men and women medical and paramedical personnel for peace operations. UNITAR delivers basic field trauma training, including mental health components, and advanced medical training or a training of trainers. The United Nations (UN) selects troop- and police-contributing countries based on their ranking, participation in previous trainings, and come from Africa and Asia. Project activities include: (1) conducting needs assessments; (2) undertaking a preparatory workshop for trainers; (3) delivering up to 4 3-week basic field medical training, including mental health components; (4) delivering up to 4 2-week advanced medical or mental health training; and (5) delivering up to 4 2-week trainings of trainers course on basic field medical training.
