In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Aviation's Path to Gender Equality: Dismantling Barriers for Systemic Change

Through this 21-month systemic change project, Elevate Aviation will scale their feminist response and recovery project to further advance women’s equality, safety, retention and representation in leadership and decision-making roles in the aviation industry. It will scale to a Pan-Canadian reach (Prairies, Ontario, Pacific, Northern) addressing equality for women and underrepresented groups. The project will apply a DEI lens to focus on 3 key activities: DEI benchmarking, consulting, and training with clients; evaluate client succession plans to address power imbalances; and analyze HR and recruitment policies to ensure companies are safe, welcoming and developing internal talent for long term retention.

Addressing Gender Bias in the Entrepreneurial Ecosystem in Newfoundland and Labrador

Through this 33-month systemic change project, the Newfoundland and Labrador Organization for Women Entrepreneurs (NLOWE) will help advance women's economic security and prosperity and representation in leadership and decision-making roles through systemic change. Specifically, the project will address gender bias in the entrepreneurial ecosystem in Newfoundland and Labrador through increased participation of women entrepreneurs by improving access to mentorship and networking opportunities for women entrepreneurs, reducing of gender bias in entrepreneurship-related policies and programs, and increasing economic growth and innovation driven by women entrepreneurs. An external evaluator will measure and assess the impact of the systemic change project.
