In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Yemen crisis – health and protection - Islamic Relief Canada 2024

November 2024 – According to OCHA’s 2024 Humanitarian Needs overviews, 18.2M people in Yemen are in need assistance. Yemen’s healthcare system is facing immense challenges and is on the verge of collapse, leaving millions of people, especially women and children, highly vulnerable. Gender inequality continues to severely restrict women’s access to healthcare services in Yemen, with substantial protection and health-related challenges, particularly related to Sexual and Reproductive Health (SRH). The prolonged conflict and widespread displacement have intensified Sexual and Gender-Based Violence (SGBV) risks, especially for women and girls in overcrowded shelters and displacement camps.
With Global Affairs Canada’s support, Islamic Relief Canada aims to reduce suffering and increase and maintain human dignity, particularly of women and girls. It does so by bolstering services delivered in one Comprehensive Emergency Obstetric and Newborn Care (CEmONC) and 13 Primary Health Care (PHC) facilities in Hodeidah Governorate. Project activities include: (1) rehabilitating gender-sensitive and inclusive healthcare centre and WASH facilities for vulnerable women and girls; (2) providing maternal health services (including counselling and reproductive health rights) to women and adolescent girls in targeted health facilities; (3) delivering training on basic psychosocial support skills and counseling for service providers of health center staff, and skilled birth attendants; and (4) providing essential medicines, medical supplies, medical equipment, and furniture to health centres. With these activities, the project aims to reach 46, 628 beneficiaries in Yemen.
