Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Delta Drainage Pump Stations
The increasing rainfall and development creating more stormwater runoff, adding two large pump stations will mitigate flood concerns. An additional 6 cubic metres per second for the Silda area will ensure flood resilience is increased in its area while 84 Street's additional conveyance ability of 2.5 cubic metres per second will improve the area's drainage overall. The additional ability to move up to 8,500 litres of stormwater per second under high tide circumstances is a large boost to Delta's drainage system.

Airport Road Flood Upgrades
Town of Hay River, NT is highly susceptible to springtime flooding due to annual ice jamming and the effects of freshet in the Hay River as it flows north into Great Slave Lake. The river bifurcates, and in its western channel, there has been a consistent history of flooding. The recent in 2022 caused extensive damage to numerous homes and businesses as well as a ballpark. The project will raise the level of Airport Road which runs adjacent to the west channel as well as install appropriate water drainage infrastructure. The road that most impacted will be asphalted to make it resistant to flood erosion as well as banked with impermeable materials. The access road to the town’s water plant will also be elevated to ensure access during a flood period. These efforts will provide a return on investment of $11.78 of flood damage loss avoided for every $1 invested over the life of the asset.
