In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 21-month project, Chinook Sexual Assault Centre will build its capacity to advance gender equality. It will address the organization’s long-term funding and external communications needs. The project will include hiring staff to review the organization’s existing resources; creating and implementing both sustainable fund and external communications development plans; and stakeholder and partner outreach within Southern Alberta communities to gain insights into the capacity building process.
At the end of these activities, Chinook Sexual Assault Centre will increase their ability to obtain long-term funding and enhance their external communication needs. The organization will internally evaluate the success of project and share their findings with other stakeholders and partners through their final report and networking.

Through this 33-month systemic change project, Black Canadian Women in Action Society will help advance representation in leadership and decision-making roles through systemic change. Specifically, the project will address systemic barriers within black and racialized women’s representation in leadership roles and equitable pay in the workforce by generating a community -based research framework which will encompass lived experiences of equity-deserving women from past and present labor trends and creating an educational development tool which will produce an interactive curriculum to educate various industry employers, human resources managers, policymakers, and stakeholders to advocate for change. An external evaluator will measure and assess the impact of the systemic change project. The results and project impacts will be disseminated to funders, partners, and community members
