As a result of the outbreak of COVID-19, the Government provided additional temporary relief measures to cultural, heritage and sport organizations, including periodical publishers, during the pandemic.
The modernization of the CPF has launched with the intake of applications for funding under the ATP component in 2021-22. From 2021–22 to 2025-26, the funding provided will gradually shift from rewarding print circulation to rewarding investment in editorial and journalistic content and reaching readers, regardless of the distribution channel.

Budget 2021 proposed to provide $70 million over three years, starting in 2021-22, to Canadian Heritage for the Canada Music Fund to help Canadian musicians, concert venues, producers, and distributors. This includes up to $50 million in 2021-22 to help the live music sector, including music venues weather the pandemic. The remaining $20 million is to support the program’s recent modernization and will be delivered over 2022-23 and 2023-24.

The 2021-2022 Grants and Contributions envelope for the Canada Book Fund is $43.1M. This includes a $500,000 supplement from Canada’s Creative Export Strategy to support Canada’s Guest of Honour presence at the 2021 Frankfurt Book fair and $6M to support the sustainable production and distribution of accessible digital books.
Budget 2021 included an additional amount of $39.3 million over two years to Canadian Heritage to support the Canadian book industry. This includes the addition of $32.1 million over two years to help bookstores increase online sales. It also includes $7.2 million in 2021 2022 to promote Canada’s book industry at the Frankfurt Book Fair, the world’s largest trade fair for books, and $11,4M in recovery funding for the book industry.

The Short-Term Compensation Fund for Canadian audiovisual productions was introduced in September 2020, in response to the lack of insurance to cover production interruptions or abandonments due to a case of COVID-19 on set. Administered by Telefilm Canada, the program originally had a budget of $50 million and was set to end on March 31, 2021. Due to ongoing industry need, in February 2021 and May 2021, the Government extended the Fund to March 31, 2022, and expanded its envelope to $149 million.
