The Protocol for Agreements for Minority-Language Education and Second-Language Instruction between the Government of Canada and provinces and territories has been concluded for 2019-2023. Multi-year education agreements are in place or are being negotiated with all of the provinces and territories.
The mandate letter of the Minister of Economic Development and Official Languages includes a commitment to review and strengthen the powers of the Commissioner of Official Languages, as part of the modernization of the Official Languages Act.
The Governments of Canada and Ontario signed a bilateral funding agreement for the establishment of the Université de l’Ontario français on January 22, 2020. An administrative monitoring committee was established in order to undertake the due diligence process and follow the implementation of the Université de l’Ontario français project.
Canada-Quebec relationship on immigration matters
The situation in Quebec’s long-term care facilities has stabilized, but the need for support remains. The Government of Canada continues to offer federal support to the province by funding the Canadian Red Cross’s ongoing efforts.
The Government of Canada is exploring procurement options for construction of the Polar icebreaker. No decision has been taken.
Through his mandate letter, the Prime Minister has tasked the Minister to work with his colleagues, the Minister of Innovation, Science and Industry and the Minister of Justice and Attorney General of Canada to advance Canada’s Digital Charter and enhanced powers for the Privacy Commissioner, in order to establish a new set of online rights as well as create new regulations for large digital companies to better protect people’s personal data and encourage greater competition in the digital marketplace.
The Minister of Canadian Heritage was tasked, by way of his December 2019 mandate letter, to co-develop a framework to enable the repatriation of Indigenous cultural property and ancestral remains. Work on this initiative was paused in March 2020 as the Department focused on dealing with the COVID-19 crisis.
On May 8, 2020, the Minister of Canadian Heritage announced the details of the new COVID-19 Emergency Support Fund for Cultural, Heritage and Sport Organizations. The $500 million Emergency Support Fund provides additional temporary support for cultural, heritage and sport organizations. The sport sector was allocated $72 million to ensure that sport organizations can continue contributing to their sector in the future.
