The Standing Committee on Government Operations and Estimates (OGGO) has been reviewing all contracts awarded to DALIAN Enterprises, Coradix, and GC Strategies, as part of the ArriveCAN Application investigation, which was launched following allegations of procurement misconduct in October 2022. Employment and Social Development Canada (ESDC) received a parliamentary question in November 2023 regarding the types of contracts awarded by the department to DALIAN Enterprises since November 2015, the services being provided, and the total contract values.
• Employment grew by 50,500 in November, above market expectations (+25,000).
• The unemployment rate jumped to 6.8%, while markets had expected a rise to 6.6%. The labour force participation rate correspondingly rose to 65.1% (+0.3 p.p.).
