Issue/Question:

Tabling of the 2023–2024 Supplementary Estimates (B)

Suggested Response:

  • Canada Economic Development for Quebec Regions contributes to the Government of Canada's efforts to support sectors hard hit by the pandemic, such as aeronautics, festivals and events, as well as communities across Quebec.

  • As part of Supplementary Estimates (B), Canada Economic Development for Quebec Regions received authorizations for $101.1 million dollars in grants and contributions, including $62.9 million dollars administered under the Quebec Economic Development Program and $38.2 million dollars administered under Growth through Regional Innovation.

Funding received in the form of grants and contributions under Supplementary Estimates (B) is as follows:

  • Canada Community Revitalization Fund: 27 million dollars
  • Development of regional economic infrastructure in Quebec: 16,6 million dollars
  • Major Festivals and Events Support Initiative: 16,5 million dollars
  • Aerospace Regional Recovery Initiative: 15 million dollars
  • Enhancement of the Regional Economic Growth through Innovation: 14,6 million dollars
  • Hurricane Fiona Recovery Fund: 7,2 million dollars
  • Tourism Relief Fund: 3,9 million dollars
  • Transfer from the Department of Foreign Affairs, Trade and Development to support the Montreal conference: 0,3 million dollars

In addition, operating and benefits budgets were granted for a total value of 1.1 million dollars.

Background:

  • The Supplementary Estimates (B) presents information on requirements relating to expenditures that were not sufficiently fleshed out when the main estimates were tabled or that were subsequently refined to take into account changes made to specific programs or services.
  • In 2022-2023, the lack of labor, delays in the supply chain as well as inflation have slowed down the completion of various projects by businesses and non-profit organizations. Several initiatives were the subject of a carryover of funds from the previous year. This is particularly the case for the Canadian Community Revitalization Fund (CCRF), Development of Quebec Regional Economic Infrastructures (IDI), the Major Festivals and Events Support Initiative (MFESI) and the Aerospace Regional Recovery Initiative (ARRI).
  • Several new initiatives were approved such as the enhancement of the regional economic growth program through innovation, the Hurricane Fiona Recovery Fund and the tourism growth program fund.
  • The budget of Canada Economic Development for Quebec Regions in grants and contributions for 2023-2024 increases from $433.6 million to $534.7 million for a total budget of $588.6 million including the operating budget. The request represents 233% of the initial budget in grants and contributions.

Additional Information:

Canada Economic Development for Quebec Regions (CED) has requested $102.2 million to ensure the delivery of multiple economic stimulus initiatives as part of the 2023-2024 Supplementary Estimates (B).
