Issue/Question:
How much funding is the Department requesting through these Supplementary Estimates
Suggested Response:
• For this exercise, $453.3 million is being presented, consisting of $443.4 million in voted appropriations and $9.8 million in statutory appropriations.
• Voted appropriations are primarily comprised of funding for advancing reconciliation; the Oceans Protection Plan; the Trans Mountain Expansion Project; and advancing a circular economy for plastics in Canada.
• Statutory appropriations reflect updates to the Department’s employee benefit plans.
• These Supplementary Estimates, which present requirements over and above our approved Main Estimates, are the second of three planned supplementary exercises for 2022-23.
Background:
• These Supplementary Estimates (B) are presenting a total increase of $453.3 million, which is comprised of $443.4 million and $9.8 million in voted and statutory appropriations respectively.
• The $443.4 million increase in voted authorities is mainly attributed to:
• $194.7 million - Funding to advance reconciliation on Indigenous rights and fisheries issues;
• $95.3 million - Funding for the Oceans Protection Plan
• $70.1 million - Funding to strengthen environmental protections and address concerns raised by Indigenous groups regarding the Trans Mountain Expansion Project; and
• $15.3 million - Funding for advancing a circular economy for plastics in Canada
• In addition to those main increases, these Supplementary Estimates include another twenty items valued at $68.0 million for other initiatives with lower funding requirements and technical adjustments such as transfers to other government departments.
• In all, the sum of all items represents an increase to our spending levels, over and above what was approved in the Main Estimates.
