Question Period Note: DALIAN Enterprises Contracts since November 2015

The Standing Committee on Government Operations and Estimates (OGGO) has been reviewing all contracts awarded to DALIAN Enterprises, Coradix, and GC Strategies, as part of the ArriveCAN Application investigation, which was launched following allegations of procurement misconduct in October 2022. Employment and Social Development Canada (ESDC) received a parliamentary question in November 2023 regarding the types of contracts awarded by the department to DALIAN Enterprises since November 2015, the services being provided, and the total contract values.

• Since November 2015, ESDC has awarded zero contracts to DALIAN Enterprises as a sole proprietor. However, during this timeframe, ESDC has awarded 39 competitive contracts to DALIAN Enterprises in joint venture with Coradix Enterprises.

• All 39 contracts were competitively awarded under Supply Arrangements put in place by Public Services and Procurement Canada (PSPC), with a total approximately $6,700,000.00.

• The objectives of these contracts were to provide on-demand professional services with diverse skillsets for timely project support, including for well-known services like Job Bank and EI, OAS and Canada Student Loans and Grants.

• DALIAN Enterprises Inc. is registered on the Indigenous Business Directory (IBD) as an Indigenous vendor.

• Two Supply Arrangements from PSPC are active for DALIAN in Joint Venture with Coradix. DALIAN Enterprises is a qualified vendor under the Telecommunication Services (TBIPS) and Professional Services procurement vehicles put in place by PSPC.

• Fiscal year 2021 and 2022 had the highest number of contracts awarded to DALIAN in Joint Venture with Coradix with 12 contracts issued each year.

• The contract with the highest value awarded to DALIAN in Joint Venture with Coradix was issued in April 2018 for approximately $550,000.00.

• The contract with the lowest value awarded to DALIAN in Joint Venture with Coradix was issued in January 2021 for approximately $15,000.00.

• The original request received by OGGO in October 2023 was for ESDC to provide all contracts awarded to DALIAN Enterprises, Coradix Enterprises, and GCstrategies, in the last 12 years.

• Documents collected as part of the OGGO investigation related to DALIAN in Joint Venture with Coradix are currently being translated in preparation for submission to the Standing Committee.

• Since 2016, there have been 39 contracts awarded to the DALIAN in Joint Venture with Coradix.
• The contracts awarded to DALIAN in Joint Venture with Coradix are categorized as Management Consultation or Information Technology Consultation.
• All contracts awarded to DALIAN in Joint Venture with Coradix were issued as Task Authorizations under competitive Outline Agreements.
• In November 2023, OGGO requested a copy of all DALIAN & Coradix contracts awarded by ESDC. The approximately 657-page package is currently in the final stages of translation.

None
