Issue/Question:

Gazoduq Inc. proposes to construct and operate a 780 km natural gas transmission line from the TC Energy Canadian Mainline in northeastern Ontario to Saguenay, Quebec. The pipeline would connect to a future natural gas liquefaction complex and marine terminal to be constructed by GNL Québec in Saguenay. The project would allow for the export of Alberta-sourced gas to European and Asian markets, with the potential to displace use of higher GHG-emitting energy sources, such as coal. This is one of the first projects to be assessed under the Impact Assessment Act. On July 17, 2020, The Impact Assessment Agency (IAA) issued the Final Tailored Impact Statement Guidelines and Plans to the proponent to guide the development of the Impact Statement for the project. The proponent is currently preparing its Impact Statement based on the direction provided in the Guidelines.

Suggested Response:

• Our government supports the development of an LNG industry in Canada, which can aid in the global transition to lower energy sector emissions and reduce global reliance on coal.
• The Gazoduq project is currently in the Impact Statement phase of the regulatory review process under the Impact Assessment Act.
If pressed on the Impact Assessment
• The proponent is currently preparing its Impact Statement, based on direction provided in the project’s Tailored Impact Statement Guidelines.
• Our government is committed to “one project, one review” and a cooperative process has been established with Quebec to align federal and provincial processes to ensure an effective, efficient and timely review.
If pressed on the proponent’s loss of a major investor:
• The proponent has said that it is now looking for other potential investors, with a final investment decision slated to be made by the end of 2021.
• Canada is, and remains, a great place to invest. With the rules put in place through new legislation our government passed last year, Canada will be able to protect our environment and communities, while making sure good projects proceed and create jobs for the middle class, including Indigenous people.
