Suggested Response:

• The 2020–2021 Supplementary Estimates (B) is tabled in Parliament at the end of October 2020.
• The overall impact for the Canadian Heritage Portfolio organizations is an increase in voted funding of $42.3 million and an increase in statutory funding of $104.4 million.
• These increases demonstrate this Government’s commitment to our Portfolio organizations and to Canadian culture and heritage during these challenging times.

Background:

• The President of the Treasury Board tables the Supplementary Estimates in order to obtain Parliament’s authority to adjust the government's expenditure plan, as reflected in the Estimates for that fiscal year.
• The Supplementary Estimates seek authority to revise spending levels, which Parliament will be asked to approve in an Appropriation Act. They inform Parliament of changes to the estimated expenditures that will be made under the authority of statutes previously passed by Parliament.
• The 2020–2021 Supplementary Estimates (B) are scheduled to be tabled in Parliament at the end of October 2020. Fourteen Portfolio organizations are included in these Supplementary Estimates.

Of note, this includes the following statutory funding allocations in response to the COVID-19 pandemic:
• $25,700,000 to help the 6 National Museums and the National Battlefields Commission maintain essential services and be ready to reopen their doors to the public once precautionary measures are lifted:
• Canadian Museum for Human Rights - $2,206,586
• Canadian Museum of History - $4,256,563
• Canadian Museum of Immigration at Pier 21 - $2,049,575
• Canadian Museum of Nature - $5,927,263
• National Gallery of Canada - $4,808,711
• National Battlefields Commission - $1,112,328
• National Museum of Science and Technology - $5,338,974
• $18,200,000 to help the National Arts Centre (NAC) ensure the continuity of its operations and be ready to reopen to the public. This investment will support the national institution as it continues to be a leader and innovator in performing arts fields, supporting emerging and established artists, and producing quality educational activities.
• $7,800,000 to the Canada Council for the Arts as part of the “Final Components of Phase 2 of the COVID-19 Emergency Support Fund for Cultural, Heritage and Sport Organizations”. This funding is in support of Professional not-for-profit Canadian arts groups and organizations that represent Indigenous and other equity-seeking communities.
• $52,755,000 to Telefilm Canada:
o $2,755,000 as part of the “Final Components of Phase 2 of the COVID-19 Emergency Support Fund for Cultural, Heritage and Sport Organizations including $1,000,000 in support of Audio-visual training and development partners and $1,755,000 in support of Movie theatres that show Canadian films.
o In addition, Telefilm is receiving an additional $50,000,000 pursuant to the “Temporary Measure to Compensate for the Lack of Insurance Coverage for Production Stoppages due to Confirmed COVID-19 Cases on Film Sets in the Audiovisual Industry”. The Short-Term Compensation Fund for Canadian Audiovisual Productions (STCF) will be administered by Telefilm and will compensate for the exclusion of risks associated with the pandemic from insurance policies.
Other notable funding includes:
• Canadian Broadcasting Corporation – an advance of $36,700,000 from 2021-22 operating appropriations into 2020-21 operating appropriations due to the postponement of the 2020 Tokyo Olympic Games; and an internal Vote transfer of $33,733,000 from the CBC’s Capital Vote to its Operating Vote to address COVID-19 impact on advertising revenues and operating costs. This funding will support implementing the measures necessary to adhere to public health measures related to COVID-19, and cover a decline in revenues due to the pandemic.
• Canadian Radio-television and Telecommunications Commission (CRTC) - Funding of $4,886,585 for critical operating requirements in relation to COVID-19. As part of the COVID-19 Economic Response Plan - Support for the Broadcasting Industry: the Government of Canada provided financial relief to broadcasters by remitting the Part I broadcasting licence fees in respect to fiscal year 2020–2021, with the commitment to transfer necessary funds to the CRTC to support its operations. As a result, an amount of $27,330,000 was included in 2020-21 Supplementary Estimates (A). An additional $4,886,585 is required in 2020-21 to fully cover the CRTC’s actual regulatory costs of broadcasting-related activities.
• Library and Archives Canada – in support of the Partnership between Library and Archives of Canada and the Ottawa Public Library, $976,079 is being reprofiled into 2020-21 to ensure that LAC will be able to continue fulfilling its mandate and complete the definition phase of the project and the Budget 2018 commitment.
