Issue/Question:

The tabling of the 2022-23 Supplementary Estimates (C) is planned for the week of February 13, 2023 and represents a total net increase of $5.3 million related to Multiculturalism programs.

Suggested Response:

• The net impact for the Multiculturalism programs under Canadian Heritage is a Vote 1 - Operating Expenditures budget increase of $3.2 million, a Vote 5 – Grants and Contribution budget increase of $1.5 million, and an increase in statutory items of $0.6 million for contributions to employee benefit plans.

Background:

The President of the Treasury Board tables the Supplementary Estimates in order to obtain Parliament’s authority to adjust the government's expenditure plan, as reflected in the Estimates for that fiscal year.

The net increase for the department of Canadian Heritage for the Multiculturalism programs is explained by funding to support the following item:

New funding

Funding for Canada's Anti-Racism Strategy – Total: $3,427,330 (including statutory)
The department of Canadian Heritage is seeking $3.4 million in the first year of funding (2022-23) out of the $85 million announced in the Budget 2022 for Canada’s new Anti-Racism Strategy. This funding will support community projects that ensure that Black and racialized Canadians, and religious minorities have access to resources that support their full participation in the Canadian economy, while also raising awareness of issues related to racism and hate in Canada.

Funding for Jean Augustine Chair in Education, Community and Diaspora, the Special Envoy on Preserving Holocaust Remembrance and Combatting antisemitism and the Special Representative for Combatting Islamophobia – Total: $2,296,138 (including statutory)
From Budget 2022, the department of Canadian Heritage is seeking $5.1 million over 5 years, starting in 2022-23, and $1.1 million ongoing to support the Special Envoy on Preserving Holocaust Remembrance and Combatting Antisemitism and to support the work of the Special Representative on Combatting Islamophobia. This funding is to push back against religious discrimination, hateful rhetoric and racism at home and abroad. From Budget 2022, the department is also seeking $1.5 million in 2022-23 for a federal contribution towards an endowment fund to support the ongoing activities of the Jean Augustine Chair in Education, Community and Diaspora.

Transfer to Justice for Canada’s Anti-Racism Strategy. This funding will support community projects that ensure that Black and racialized Canadians, and religious minorities have access to resources that support their full participation in the Canadian economy, while also raising awareness of issues related to racism and hate in Canada.
