Records in effect as of October 20, 2022, of communications from the Canada Border Services Agency to Canadian airlines instructing that temporary foreign workers who do not possess work permit approval letters must purchase round-trip airline tickets before boarding flights to Canada, even if they are from visa-exempt countries or have offers of employment.
