Records regarding any emails, briefing notes, memos and similar sent from the Canada Border Services Agency (CBSA) Intelligence and Operations to CBSA Programs and CBSA Legal concerning the CBSA IEOD surveillance program. Specifically, all information relating to inland enforcement officers and the scope of their authority / authorization to participate in surveillance projects. Additionally, all emails, memos and similar from Christine Haggar substantiating her position that inland officers are not authorized to participate. Furthermore, any material sent to CBSA programs, CBSA Legal, and to her direct managers, in relation to inland officers not being authorized to participate. Also, all emails, memos and similar from Dave Jackson sent to CBSA programs, CBSA legal, and to his managers including acting manager Stacy Savarie and Ben Giles in which he advised them that inland officers were authorized to participate in enforcement projects with an immigration nexus. Finally, the CBSA programs and CBSA legal opinions that were sent to Dave Jackson in response to his requests for information on the XBSA surveillance program and scope of authority / ability to participate for CBSA officers.
