Records from January 1, 2019, to July 1, 2025, regarding any internal emails, studies, reports, or briefing notes related to the stipend, compensation, or financial support provided to recruits or trainees attending the Canada Border Services Agency (CBSA) College in Rigaud. Including but not limited to: Any documents discussing evaluations or reviews of the trainee stipend program, including proposed, planned, or implemented changes to the amount or structure of the stipend; Any briefing notes prepared for senior management, including the President of the CBSA or senior executives responsible for human resources, training, or compensation policy; Any emails, memos, or reports that involve or were sent to/from individuals in positions of authority over the trainee stipend program - including the CBSA President, Directors General, Assistant Deputy Ministers, or any other senior officials responsible for training, recruitment, or compensation at the CBSA College; Any financial analyses, internal studies, or external consultations assessing the viability, adequacy, or sustainability of the stipend offered to Rigaud College recruits; Any external or third-party reports, briefings, or recommendations provided to the Government of Canada, the Treasury Board of Canada Secretariat, or the Canada Border Services Agency concerning the CBSA recruit training stipend; Any local files stored on internal CBSA directories or local/shared drives, including materials housed in restricted-access folders used by management or relevant departments; Any relevant communications or documents stored on management-issued work phones, including but not limited to WhatsApp messages, SMS/text messages, voice memos, and voicemails.
